Guidance for the Approval of Medication Administration Requests
In accordance with the Hawaii Nurse Practice Act and Board of Nursing adopted Hawaii Administrative Rules (HAR):
The delegation of medication administration comes under the explicit authority of a Hawaii-licensed Registered Nurse (RN) (HRS § 457-7.5 and HAR § 16-89-100); and
Individuals who are not Hawaii-licensed RNs do not have the ability to transfer their authority to administer medications to any other person.
In accordance with HRS § 302A-853:
SHAs and SHA-substitutes are the only applicable Department employees authorized for medication administration; and
Authorization for medication administration is subject to approval by a healthcare professional (DOH or Department) or a contractor.
In accordance with HRS § 302A-1164:
The assignment of non-SHA volunteers to administer glucagon or epinephrine, as part of an Emergency Action Plan, requires the aforementioned completed forms, as well as training by a qualified health professional.
Once specific medication requests are presented to the school, the consulting nurse will review the form to interpret the medical orders and advise the school administration to assign medication administration to a SHA or a Hawaii-licensed RN through the Department’s Skilled Nursing Services contract. A consulting nurse may also indicate that the medication as requested is not appropriate for the school setting. Schools should be mindful that the need for medication may trigger their Child Find obligation under the Individuals with Disabilities Education Act or Section 504.
